I've talked to people who were pretty shocked by modern time estimates where they sounded shocking to me as well as an outsider of the org but working on the same technologies. I think a lot of organizations add more and more requirements to "guarantee quality" after each incident and never really streamline again, so my first guess with a group that is opaque about the specifics is that it has gradually built up doing too much and only feels comfortable if it performs a lot of rituals. An idea of where you see the risks and what buffers you are using may make people more comfortable with your estimates being logical instead of the consequences of process gone awry.
