Nudging Earth grazing asteroids to the L1 point would take relatively little energy. We could probably use ion engines or hall effect thrusters. Something the size of Brazil is a stretch, sure, but we could probably have a meaningful effect with a lot less than that, and in combination with other measures it might make sense.
