I remember this being true in my home place (Kerala, India) till ~2016. Local autos/taxis were unreliable in some parts or would charge you exorbitant fees depending on your situation (Eg: if you were a woman traveling home at night). Uber really changed things in terms of reliability. Local taxi drivers would often resort to violence against Uber drivers for encroaching on their turf.
