  The law should be applied equally. In fact the equal protections clause of the 14th amendment could invalidate prosecution of laws not applied uniformly.

    Sure, but what matters for your personal security is not what the book says, but what the men with the weapons think the book says.

      In Arizona the proportion of those with weapons is overwhelmingly the general populace and not the police.
