The Always on Processor (AoP) and Secure Enclave Processor (SEP) aren't one and the same. The AoP is what's always listening on the mic for "Hey Siri" and then passes off the audio to the AP once triggered. The AP then runs a much larger neutral net over the audio to either confirm a false activation or start parsing the request.
