This is such a crock. Here's the bill: https://webservices.ncleg.gov/ViewBillDocument/2021/54057/0/DRH40706-LMa-163 https://webservices.ncleg.gov/ViewBillDocument/2021/54057/0/... All they have to do is charge per unit time and electricity used, not give away electricity for free. They don't even have to charge their full marginal costs. This merely prevents people from using these as unlimited free parking.
