The deadliest terror attacked in Europe at Utøya, Norway was carried out with a gun that the terrorist was a registered owner of. He had imported a high capacity magazine from a he US, as those are illegal in most of Europe. But gun violence in Norway related to gangs is mostly from stolen guns. A terrorist however may not have a criminal network to use in order to obtain a gun. This they may have to go through the much slower legal route.
