The police can get whatever they want in the end since the police can threaten to "do nothing" if they don't get it. There needs to be a secondary police force

The police can get whatever they want in the end since the police can threaten to "do nothing" if they don't get it.
There needs to be a secondary police force with a different chain of command and funding to act as a redundant mechanism. Having military national guard replace the police is not a viable solution.
