This is a good move as some trucking is inevitable, especially on the small scale. Electric Freight rail is still much better for the environment and yet AFAIK that electrification is incomplete in much of the US.
All trucks all ruin roads, which redirects public investment to constant road repairs, instead of renewables and the environment. So trucks, and especially heavy trucks disproportionally destroy roads. Roman roads remained usable for more than a 1000 years and yet modern roads can be destroyed in less than a decade using trucks.
So in addition to regulation like this road taxes for heavy vehicles must be increased. Perhaps a lower tax for electric vehicles could give a nice incentive for the transition.
Disincentivising trucking can reduce the repair costs, free resources for other important investment.
