If you’re on OpenWRT, you can mitigate this by having the DHCP client not send a RELEASE when it is stopped or restarted (network.wan.norelease=1). You can probably do the same on other platforms.

For OPNSense, it's Interfaces -> Settings -> IPv6 DHCP -> Prevent release
