I live in one of the countries that have a local variant of this already (BankId in Norway). What it is used for here are services where either you are able to identify and authenticate yourself or if not, there is just now way they can be provided. These kind of services are things like banking, taxation, ownership transfers, health care, and similar. I'm hard pressed to view allowing people access to these kind of services over the internet as something dystopian.
