It’s much quicker to ban activities that inevitably lead to undesirable behaviour (such as converting your flat into a cheap hostel and the entire building into a hotel lobby), rather than playing whack-a-mole with all sorts of antisocial behaviour one has to put up with if the apartment upstairs becomes a cheap hostel.
