I think this provides some insight into why the biggest and most resourceful heavy orgs on the planet fail to innovate, often having to resort to aquire small and nimble competitors. So much bureaucracy is put into place because these orgs need stability and predictability above else.

This is not a size issue. This is human nature as well as the nature of development interacting with non-development. I've dealt with the same exact issues/conversations in every company I've been a part of, except a startup.
