My employer has a load generation platform based on Locust, but it's pretty sketchy and many teams don't bother. The actual signal on capacity readiness comes from regular exercises where we constrict production traffic to a subset of the instances. It's not perfect; I wouldn't trust it to see potential upstream bottlenecks that would be triggered by a big bang launch, but we normally roll things out incrementally and it's more than adequate for staying ahead of organic growth.
