An owner or manager of a limited liability company formed in Delaware will appear nowhere in any public records, which is why you see with some frequency fairly uninformed articles about how ackshually Delaware is one of the most egregious tax havens in the world. But Delaware assesses franchise tax at the entity level and organization in Delaware has no effect whatsoever on that entity’s tax obligations elsewhere in the US or the world.
