There was an industrial revolution, but it was being developed at Isengard/Orthanc (saruman tower) and at Barar Dur. The middle earth kingdoms (Rivendel, Gordon, Rohan), were feudal domains with little incentive to change. Fortunately for the kingdoms, their counterparts were also corrupted totalitarian regimes without balance of power.
