Your average Joe or Jane could get in trouble for distributing them even locally. Note that I'm not saying people shouldn't do it anyway. Sometimes defying the law is justified, or even a moral imperative. I'm just saying that we shouldn't claim it's legal. People should not be misled about the risks.
