I've always looked at DevOps as Development absorbing Operations but never through the lense of the other way. We develop, we ship, we maintain. Never had any real problem with it, we manage the infrastructure by writing a lot of yml files, some of them compiled by templates. Anyone who wrote software is expected to also write the infrastructure that supports that software. And the team as a whole take care of operational duties. I've always thought that was devops.
