In my second-hand experience, foreigners that do not speak German well are unfortunately sometimes not received friendly by government and other public staff. I don't know anybody with a darker complexion closely enough to comment on how they are treated. My suspicion is that they would feel a little like they stand out, and then depending on their German will be treated a little bit worse on average. (Sad but my best guess.) Educated young people don't believe in pensions but usually also don't have a backup plan. People 45+ expect to receive a pension.
