This article proposes making it "safe" to barely punish criminals who are caught by using extreme, invasive tools to ensure that the (minimal) punishment accrues to absolutely every criminal. On the surface, this might seem fine, but the difficulty is that in order to actually catch every criminal, you both need to build an oppressive surveillance state and also invariably need to punish huge numbers of innocent people as well.
