Too bad no one chipped in, as I myself wanted to use Bazel to do these sort of things too. I tried to use Yarn 3 in the past[0], and I was able to get the watchers with the dependency tree working and its own PnP modules, but the building phase was hard to manage. Some plugins to handle that do exist but I don't know if I'll keep on it. I may start to look into nx.
