The problem is that most CTOs are just trying to move up to CEO so they have to play the game which is shaping the eng and prod orgs to make it looks like he runs a tight ship and speaking the language. Then he just has to wait for the CEO to falter or move on. I have a new CTO right now and it's too early to tell if he is one of those many or if he really wants to build a good engineering org.
