I would say that one major distinction is that Github is a tool designed to manage repos and make sharing code easier, with a ticket tracker bolted on. The whole Altassian suite is centered on JIRA, so it's more of a ticket tracker with code viewing and review tools bolted on. It's a subtle but not insignificant difference and depending on your needs, either one could be a good fit.
