While this is about American politics, I would like to mention that other countries exist and Germany has already implemented this. There all the possible downsides 1.,2.,3. turned out to not happen (with some further public/political enforcement needed for 2.). So while the objections sound like reasonable concerns, it might be that they are unfounded also in the US.
