In my (somewhat limited) experience, this is only really true when the big scary side of government calls you, rather than the totally still scary little side of government calls you (like your municipal water authority). I wish it were standard practice for more people. “Please call the main switchboard at xyz.gov/contact and dial extension 1234” is a pretty decent way of verifying trust.
