Speedometers have a margin of error, up to 10% above actual speed plus 4 km/h is allowed by UNECE regulation, so when the car drives at 130 km/h it's actual speed is allowed to be between 114.545454545 km/h (71.1752457 mph) and 130 km/h (80.778255 mph). I imagine there is always a margin of error, however small, so if the acceleration stops when the speedometer hits 130 km/h the vehicle should never reach that speed.
