This paper assumes that the goal of vaccine mandates is about increasing or managing disease immunity.
Indeed, if the goal were immunity, the recommendation to recognize the utility of natural immunity would be sensible.
However, since the mandates aren't about immunity, the paper's argument is meaningless.
