This is the right answer. There are a level of people that exist as Senior+ people that anyone they've worked for or with would take in a heartbeat. They'd move mountains to have you. Those people are not part of your talent pool if you put up barriers to entry for them. I understand those barriers exist to keep unethical people out, but that's just the trade off you have to accept with barriers in. You're not going to get top class people.
