I have never seen a homeless person with even a flip phone. A friend, or actually a homeless acquaintance, of mine was charged with theft of public utilities because he was caught charging his ancient laptop into a city receptical that was put near the street to electrify Christmas lights. He was one of the original Programmers of Word Star. He got zero credit on his contributions though. He ended up homeless even though he was a decent Programmer. It always bothered me the way San Rafael Cops would harass him seemingly daily. It can all go to shit very fast.
