There is no dated periods, no document title, some expense categories have had category names changed over time but same amounts (this fact taken when considering costs only rise over time). No budget, no last updated, and no actuals, no responsible party listed (not even the auditor). If there are factual inaccuracies in the released document, this could be considered a form of fraud in some jurisdictions.
