I think you can blame the GNU `--date` option. It supports many, many possible input formats (http://www.gnu.org/s/coreutils/manual/html_node/Date-input-formats.html http://www.gnu.org/s/coreutils/manual/html_node/Date-input-f...) and the implementation has to be quite complex.
