The Fed clearly doesn't understand how to MMT properly. What J Powell was supposed to do her was to raise the income tax rate.

You're assuming that Powell agrees that MMT is the right answer, which is definitely false. 3. You seem to have the idea that Powell has some control over the income tax rate, which is totally false.
