Interesting that the Bank of England actually has a counter in their building in the City of London where you can exchange old notes. It’s quite small and is (or was a few years ago when I last visited) also used as a waiting area for visitors to the Bank. IIRC you can only have a personal account if you are a Bank of England employee.
