I appreciate this consideration, you're right, particularly in the case of broadcasting.
My thought is that in general, a network of committed enough transmitters can potentially use their communication ability to eventually bring about an unexpected means of broadcasting which is cheaper than the paranoia it would cost to prevent their transmissions. I imagine something like the ending of "They Live", where a small network struggles to affect the state of broadcasting. They bring a deceitful broadcast down in that story so it's not 100% the same.
Either way, just when you think you've found a way to dodge the sword of Damocles forever, you find a new one, somehow, suspended above your new super ultra safe throne.
