I think neural networks alone are not enough for sentience. After all, only those animals (humans included) survived whose actions were beneficial for them (aka evolution). Neural networks seemed to have been beneficial for animals, so they thrived, till today when some apes stumblingly took over the world.
However there is also life without neural networks. This all is complicated and I don't presume I know the answer, of course.
I just have a vague mental image of the brain having some sub-systems not being neural networks. Sentience is the looking at themselves, and the expression of volition, too. And perhaps neural networks aren't just capable to express these parts.
Of course this doesn't mean that humanity can never build sentient systems. I just think that something is still missing and we will first need to discover it.
