  This was a problem caused by not updating the firmware on the scanning devices at the stores. If you have a centralized store with decentralized trust (blockchain) or a conglomerate of banks in the back does not fix the problem of missing firmware updates. Yeah, in theory with bitcoin anybody could implement their own device. In practise you would have the precisely same outcome.
