This might be a really dumb question, but what makes this Portable? Is standard regex portable? I do not think I am understanding what portability is in this c

  I think the documentation is referring to the point that rulex compile to regex, which are implicitly assumed to be portable across implementations.

  When compiling a rulex to a regex, you specify the regex flavor, so the resulting regex is compatible with that regex flavor. This is significant because PCRE, .NET, Ruby, Python, JavaScript, etc. all use slightly different syntax, but you can use the same rulex to target all these different regex engines.
