That's awfully arbitrary. Countries like Qatar and Montenegro have higher CO2 emissions per capita than anywhere else in the world, plus a dozen other countries that are ahead of the US. And if the idea is to pay people to quit having kids, why not employ this in poorer countries with greater populations and not the richest like the US? Finally, do you yourself take your own advice? You don't have children and never will, right?
