I would make sure to use certified mail, to document everything, to make it crystal clear what the payment is for and to send it to the right department... The ball now has been played back to Google, so one of their employees needs to deal with the mail and OP clearly is in a position to reasonably claim to have paid what they owe, so they can get it out of their mind until Google reacts or does not.
