Hah I thought I was the only one to manage a <0.01 billing situation. The account did eventually got suspended but I was able to unlock it by logging in and clearing the balance manually (luckily by that point it was a full penny or two) During this I found out you can link multiple AWS accounts to another for billing purposes, should stop me missing it in future, just in case it helps anyone to know it's possible :)
