Whilst I agree that this is a problem (especially since it looks like my Nexus One won't get the the upgrade) a mitigating factor as an app developer is Android's backwards compatibility. For instance is my app targets 2.1 it will run on all on 2.1 and above which is currently ~97% of all active devices.
