I've realised why it is, and it's because they're disowning the responsibility of what they're saying. the second you state a concept in quotes, it's as if it's not your concept and you do not have to back it up I don't see this as a personal problem

Put another way, it’s a term of art and you don’t want to look like you’re the one who invented it.
