If it's already being treated as a Part internally, it's simpler and cheaper to ship a physical disc with the car than try to bring in other departments to figure out new process for weird edge cases. The automotive firms have well-defined process for both engineering data and product lifecycle management, and dealing with the physical item is a solved problem.
