  Per capita is a poor way of looking at the scope of this particular problem. We can service that one farm with several thousand gallons of diesel. It’s an understandable power generation problem with units normal people understand. Powering a city is at another entirely different scale, and “diesel” doesn’t come close to addressing the magnitude of that problem.
