I keep seeing comments to the effect that this poor duffer was just fixing his car - but that is disingenuous. If he fixed these things they wouldn’t be there. This is simply a case of an obstinate hoarder complaining about being called out (fined) and then dragging out compliance while fines piled up. The fact that he’s 83 is immaterial- he was 75 when first cited.
