FWIW, I first heard about this approach in the 1980s, as a kid reading Popular Science. PopSci has an article about it from 9 year ago, at https://www.popsci.com/science/article/2013-05/aqua-turbine/ https://www.popsci.com/science/article/2013-05/aqua-turbine/ but I couldn't find the one I read.
