      No you can't. Well, you can try, but it's a rhetorical technique used only by people who can't support their claims, and does not meet the burden of proof. The person who makes the claim initially has the burden of proof. Your proposed technique is discussed in the Wikipedia article in the section "Shifting the burden of proof".
