Terrible article, with so much inaccuracies! Just two things are extremely counter productive, and I have not dig deep. 1. Fast reactors have very big technical issues, test run is very far from real industrial applications. This is main reason, why in most countries breeder programs was closed, because value is not worth consequences. 2. 20% enriched Uranium, but why not 99%? - Current percents of enrichment are not taken from ceiling, but where developed from counter terrorists considerations. I don't going to say, that it easy to make nuke from 20%, but it is magnitudes more dangerous than typical industrial 5%.
