Presumably this functionality is going to be baked into iOS and Android, and then standardised across billions of devices. Lots of countries already require that you carry government ID with you, but once they start to accept (and prefer) this digital form, there will be a question of who regulates this functionality. I can imagine there are already people out there who have had their Apple and Google accounts blocked for some (probably legitimate) reason, and these people would be disproportionately inconvenienced when this technology becomes so ubiquitous that exceptional cases are not tolerated.
