Most workloads are difficult to containerize because they're commercial off the shelf software (cots), Windows based, etc. You need good people who can make the best of these situations and automate what they can with configuration management, image bakeries, CI/CD pipelines, infra as code, and reverse engineering or bending that legacy app to run in a container.
